Changing immigration

In my Utopia, all nationalities are treated equal, and have their cases and reasons to apply for visas, individually assessed, after being allowed to visit for 3 months. There would be no sponsors, but only an application with the appropriate agency, such as the USCIS in the United States. They in turn, would ensure that one got a Tax Identification Number, that one also can submit to an employer, or use for consultancy and simple sales.

Refugees, would be allotted through the UN with quotas in direct catastrophes and wars, where many must flee at the same time. Persecuted individuals, would not be subject to quotas, but have their case tried. And no immigrant would become incarcerated only based on their nationality, but for regular sentencing upon criminal trials.

Then, whether an immigrant wants to marry a citizen, or another immigrant, would not interfer with a financial burden. Because of course, nobody should be legally binding to pay for their spouse, or after divorce, but only for children, but share their financial responsibilities, regardless of national origin. That way, a divorced immigrant would not have to become deported, but be allowed to stay and work, especially if he or she has underage children in the country.

This all, would eliminate fake green card marriages, false imprisonments, and encourage being a tax payer in one's place of residency, which in turn would enable benefits, upon at least having had 6 months of salary.

With individual freedom, comes individual responsibility.
